I would imagine that the Koozies were part of this promotion and were used to lure customers to take the time to sign up for the sweepstakes. They may have been used as a promotion to get gas customers to fill-up their tanks. I honestly, don't know. But they were definitely a cool collector's item. They're not expensive, but they are tough to locate. I'm still trying to find one, so if you want to unload a few, drop me a line.
